The IRS POA fax number is the direct line to the IRS Centralized Authorization File (CAF) unit — the office that processes your Power of Attorney (Form 2848). The correct number depends on which state you're filing from. Sending to the wrong unit is the single most common cause of unnecessary delays.
Short answer: Eastern states fax to 855-214-7519 (Memphis CAF). Western states fax to 855-214-7522 (Ogden CAF). International filers use 855-772-3156.
Read on for the full state-by-state breakdown, a step-by-step faxing guide, and the 2026 alternatives that are significantly faster than traditional fax.
2026 Heads-Up
IRS processing backlogs can extend Form 2848 review times during tax season. The IRS recommends submitting your POA at least 16 weeks before you need your representative to act on your behalf. When in a hurry, use the Tax Pro Account (real-time) instead.
What Is an IRS POA?
An IRS Power of Attorney (POA) is the formal authorization that allows a tax professional — an attorney, CPA, or enrolled agent — to represent you before the IRS. Without it, the IRS will not speak with your representative about your tax matters, no matter how clear the arrangement is between you privately.
The governing form is Form 2848 (Power of Attorney and Declaration of Representative). It covers:
- Representation in IRS audits, appeals, and collections
- Signing agreements, waivers, and consents on your behalf
- Receiving and inspecting confidential tax information
- Executing closing agreements with the IRS
Form 2848 vs. Form 8821: These are frequently confused. Form 8821 (Tax Information Authorization) only grants inspection rights — your designee can receive your tax info but cannot represent you or take any action. If your tax professional needs to actually do things with the IRS on your behalf, Form 2848 is what you need.
CAF Number Explained
Once the IRS processes your Form 2848, your representative receives a unique 9-digit CAF number (Centralized Authorization File number). Including this number on future submissions reduces processing time by 4–6 weeks, since the IRS can quickly verify the representative's credentials.
IRS POA Fax Numbers by Location (2026)
The IRS routes Form 2848 submissions through three regional CAF units. Use the table below to find the correct fax number based on the taxpayer's state of residence — not the representative's location.

What Your IRS POA Covers
Form 2848 gives your representative defined powers. Understanding the scope helps you fill out Section 3 (Description of Matters) correctly — a common source of rejections.
Your representative CAN:
- Receive and inspect any confidential tax information for the specified periods
- Represent you in IRS interviews, audits, and correspondence
- Sign agreements, consents, and waivers (unless you restrict this in Section 5a)
- Request copies of tax returns and transcripts
- Sign tax returns only if you are unable to do so (disability, unavailability)
Your representative CANNOT (without additional authorization):
- Substitute another representative in their place
- Add additional representatives
- Disclose your tax information to a third party
Section 3 must be specific. This is the most-rejected section. You must list:
- The type of tax (e.g., "Income", "Employment", "Estate")
- The specific form number (e.g., "Form 1040", "Form 941")
- The exact tax years or periods (e.g., "2023, 2024, 2025")
Writing "All taxes" or "All years" will get your form rejected automatically.
How to Fax Your IRS POA: 5 Steps
Download the Current Form 2848
Get the latest revision directly from IRS.gov/pub/irs-pdf/f2848.pdf. Outdated versions are rejected without notice. Check the revision date in the bottom-left corner of the form — it should be recent.
Complete Every Required Field
Fill in the taxpayer's name, address, and SSN or EIN. For joint returns, include both spouses. In Section 2, enter the representative's name, CAF number (write "None" if they don't have one yet), PTIN, and professional designation. In Section 3, list specific tax types, form numbers, and years — never use blanket language.
Get Both Signatures
The taxpayer signs Part I. The representative must sign Part II. Both signatures are required or the form is rejected. For faxed submissions, the IRS still strongly prefers a wet ink signature — print the form, sign with a pen, then scan it back to PDF. Digital signatures are accepted in certain circumstances but carry more rejection risk when faxed.
Attach a Fax Cover Sheet
A cover sheet protects your submission if pages get separated at the IRS. Include your name, return fax number, date, and total page count. Need a professional cover sheet? Use our free fax cover sheet generator or browse our IRS fax cover sheet templates.
Fax to the Correct CAF Unit
Look up your state in the table above and fax to the appropriate number. You don't need a physical fax machine — mFax.to lets you upload your PDF and fax it directly from your phone or browser. You'll receive a timestamped transmission receipt: save it. If the IRS claims they never received your form, that receipt is your proof of timely filing.
6 Reasons the IRS Rejects IRS POA Submissions
Most rejections are preventable. These are the mistakes I see most often:
-
Missing representative signature (Part II) — The taxpayer signs, the tax pro forgets. Both signatures are required, no exceptions.
-
Vague Section 3 language — "All years," "All tax matters," or "All periods" triggers automatic rejection. Be specific: "Income tax, Form 1040, tax years 2023 and 2024."
-
Wrong CAF unit fax number — Sending an Eastern-state form to the Ogden number means the IRS has to manually reroute it, adding days to the timeline. Use the table above.
-
Electronic signatures on faxed forms — Digital signatures are accepted on the online portal (Submit2848), not on faxed forms. Wet ink is the safe choice for faxed submissions.
-
Illegible handwriting — If the IRS can't read the SSN or EIN, they can't match it to a taxpayer account. Type the form data whenever possible; only the signature should be handwritten.
-
Duplicate submissions — If you already faxed the form, don't also mail it or submit it online. The IRS processes the first one received and typically discards duplicates, which can create conflicting records.
Fax vs. Online vs. Mail: Which Is Fastest in 2026?
Not every situation calls for a fax. Here's how the submission methods compare:
| Method | Processing Time | Signature Accepted | Best For |
|---|---|---|---|
| Tax Pro Account | Real-time | Electronic | Individual taxpayers only, fastest option |
| Submit2848 Online Portal | 4–10 business days | Electronic, digital, typed | Most taxpayers — balanced speed + simplicity |
| Fax | 2–6 weeks | Wet ink strongly preferred | No internet access, immediate submission needed |
| 25–30 days | Wet ink required | Last resort only |
The Tax Pro Account (IRS.gov/Tax-Pro-Account) is the fastest option available in 2026 — authorizations are recorded on the CAF system in real time. It currently supports individual taxpayers only (not entities or businesses).
The Submit2848 portal (IRS.gov/Submit2848) accepts electronic signatures and processes in 4–10 business days. It requires an ID.me account for authentication.
Faxing is still the right choice when you need to submit immediately without setting up a digital account, or when handling entity/business POAs that aren't yet supported online.
Pro Tip: Don't Re-Submit
If you've already faxed your Form 2848, do not also mail or upload it. The IRS processes the first submission received and treats subsequent copies as duplicates. Double-submitting can add confusion and further delay.
What Happens After You Fax Your IRS POA
Once the IRS receives your faxed Form 2848, here's what happens:
1. CAF Unit receives and logs it. The regional CAF unit (Memphis, Ogden, or Philadelphia) receives your fax and adds it to the processing queue. Faxes are processed in the order received.
2. The form is reviewed for completeness. Clerks check for missing signatures, vague Section 3 language, and matching taxpayer SSN/EIN. Incomplete forms are rejected without notification — you won't automatically hear that something went wrong.
3. Authorization is entered in the CAF system. Once approved, your representative's authorization is recorded in the Centralized Authorization File. From this point, they can call the IRS, request transcripts, and act on your behalf.
4. CAF number assigned (first-time reps). If your representative doesn't yet have a CAF number, one is assigned during processing. Include this number on all future Form 2848 submissions to speed things up.
5. No confirmation is sent. The IRS does not notify you when processing is complete. Your representative can verify their authorization status by calling the IRS Practitioner Priority Service at 866-860-4259.
